Panama City Beach has a stricter humidity story than Pensacola. Bay County coastal exposure runs warmer and wetter, and the rebuild after Hurricane Michael in 2018 left a building stock that is largely post-storm new construction with deep openings, plus a smaller core of restored older homes in the Carillon Beach New Urbanist district. Bay Point sits on the Grand Lagoon and the bay side, with golf-course frontage. Wild Heron is the Watersound-side gated community east of the Hathaway Bridge. The Front Beach Road condo wall (Origin at Seahaven, Aqua, Calypso, Splash Resort, the Edge at Laketown Wharf) defines the Gulf side from the Pier Park area east. Every one of those has different plantation shutter math.
Material picks itself on the coast. Poly (Hunter Douglas Polysatin and Norman Woodlore Plus) is the only correct call on Gulf-front openings and on any condo unit fronting the beach. Basswood is fine for inland PCB, but anywhere salt mist can reach through an open door, we go poly. The color is integral to the material so nothing fades. The joints do not swell. The frames carry a lifetime warranty including the finish. Basswood gets the formal-room treatment in Bay Point's golf-course-side homes and inland Wild Heron.

What Panama City Beach actually demands
Salt mist on Front Beach Road and Carillon Beach reaches every window. Basswood swells; the joints open inside three to five seasons on a beachfront opening. Polysatin and Woodlore Plus are dimensionally stable, do not absorb chloride, and carry a lifetime warranty on the finish because the color is integral. We will not bid basswood on a Gulf-side opening.
Carillon Beach is a New Urbanist coastal community with a tight architectural code. Shutter color, louver width, and frame profile go through the review board. We pull the approved palette and submit the spec sheet. Average turnaround is two weeks.

The 2018-and-newer Bay County rebuild stock uses deeper window jambs to accommodate impact-rated glass and storm-shutter pockets. We measure for those depths and order frames that reveal cleanly without a thick build-out. Older PCB homes get the standard depth.
